Plymouth is really two towns sharing one set of borders. The village runs on the Plymouth Village Water & Sewer District, and the town’s own building code says you tie into that main wherever it’s available — but the line ends where it ends, and everything past it is a private tank in a private yard. The zoning makes the split plain: 10,000 square feet is a legal single-family lot on sewer, and 43,560 — a full acre — is the minimum the day you’re on your own septic.
The town covers 28.6 square miles at the spot where the Baker River comes down out of Rumney and meets the Pemigewasset. There are two villages: Plymouth proper, the census place, holding about 4,730 of the town’s 6,682 people, and West Plymouth out at the rotary where NH 3A runs into NH 25. Plymouth State University sits in the middle of the first one — better than two thousand students in dorms, and a few thousand more spread through houses and apartments that were built as single-family homes before 1939. That is why the housing stock here looks nothing like its neighbors. Forty-seven percent of Plymouth’s units are detached single-family houses, against 91 percent in Hebron, 86 in Bridgewater, 79 in Rumney and 63 statewide. The assessor counts 1,717 residential parcels holding 2,344 dwelling units, and the gap between those two numbers is most of what we get called about out here.
Plymouth’s water is rivers rather than lakefront, so the RSA 485-A:39 shoreland site assessment comes up less here than it does a town over. What comes up instead is the floodplain overlay. If your system sits in a special flood hazard area, Section 705 of the town’s ordinance has a good deal to say about how a replacement gets designed — and that is worth knowing before you need one.
